Bid Manager - Canada (State & Local Government)

Our bid manager be responsible for managing the proposal development activities and have a high degree of trust and autonomy to get the job done. The Bid Manager will:

  • Lead a team of people from across the USA in the pursuit of State and Local Government (SLG) Requests for Proposal (RFP).
  • Coordinate with an offshore bid management team.
  • Drive strategic bids through solutioning, estimation, response writing, reviews, and manage reviews and approvals leading to final submission.

This is a hands-on role, where the candidate would drive some of our most complex deals and create bid Management Assets, all while managing and coaching other team members.

Role & Responsibilities: Be responsible for the bid process in the US, help shape and define our bid strategy to respond to complex and large bids for SLG departments and agencies.

  • Manage the preparation of bids and proposal content, while ensuring the content aligns with the RFP requirements bid submission process from initial contact through to contract signing, placing particular emphasis on establishing the trading terms, and validating the content of the RFP response, and bid timeline and keep users accountable for meeting deadlines.
  • Coordinate with business partners and vendors.
  • Create and maintain a RFP Response development schedule, with
    • consistent processes,
    • training, tools
    • proposal designs, and
    • quality control functions.

  • Own the bid plan and milestones schedule and ensure execution.
  • Maintain visibility of ongoing bids
  • Assist in building the framework and foundation for the RFP platform by developing a
    • plan for tracking legacy work
    • library of content from past responses to be re-used in future responses, and
    • checklist of topics to be included in all RFP responses.
  • Interact with the Technical Subject Matter Experts (SME) from the various regions to review content for accuracy while incorporating feedback from the review.
  • Ensure the privacy and security of all data and proposal artifacts.
  • Maintain an understanding of bid strategies and develop methods for capturing the final bid strategy in the proposal.
  • Possesses cohesive, concise, and clear verbal and written communication skills. 

Key Skills, Knowledge, and Capabilities

  • Project management experience and acumen
  • Experience with deal approval processes, including C-level approvals for large complex bids.
  • The ability to swiftly grasp a high-level understanding of
    • Avanade solutions
    • Microsoft products and services, and
    • the relationship between Avanade and Accenture.
  • Experience supporting the sale of managed service deals or other large-scale engagements that include a significant component that is offshore.
  • Experience working on government RFPs, having a familiarity with methods of scoring top points.
  • High level online presentation skills
  • Proficient in Microsoft Office
  • Strong negotiation skills 
  • Organization skills
  • Ability to multi-task and meet deadlines
  • Able to work well under the pressure of deadlines.
  • Goal-oriented with a sense of urgency

Preferred Experience

  • 10+ years of relevant experience in
    • consulting
    • solution sales
    • project management, and
    • proposal management.
  • 5+ years of experience with bids and bid management.
